In recognition of September being Recovery month, Anthem Medicaid is partnering with the filmmakers of Addict’s Awake and will host a screening of this film which will be held in Evansville on Tuesday, September 20, 2022 at the Victory Theater.

 

The Addict’s Wake was filmed in Brown County, Indiana over a two-year period in 2019 and 2020 and is a documentary on how individuals, families and the community are impacted by substance abuse. Hear from teachers, law enforcement officers, and community leaders working hard to stem the tide of addiction. See the issue play out in courts, treatment centers, and faith-based programs. Come alongside a community searching for solutions and hope on the long journey from addiction to recovery. The Addict’s Wake shows the depth of the crisis, but also sheds light on a path forward.

 

Anthem wants to take this opportunity to showcase local agency resources and support systems, show the value of Managed Care in substance abuse, and continue to lay the groundwork for partnerships between providers, schools, correctional facilities, law enforcement organizations. Goals are to reduce stigmas and inspire community-based solutions.

 

Following the viewing of the film, a panel of local subject matter experts will answer questions from the audience as we strive together to promote education, awareness, and community resources for those in attendance. This event will be free of charge to attend, and Hors d’oeuvres will be provided prior to the screening by Anthem Medicaid.

 

Vendors are welcome to attend as would welcome the opportunity for your agency to set up a table and provide resource information. The community does not have to RSVP to attend but if your agency wants to participate and set up please let me know asap to reserve a table for you.

 

How you can help…

 

1. If your agency is looking for a event to host for recovery month you can use this event as part of your recovery month activity as we would welcome your involvement and partnership.
2. Complimentary vendor tables are available if your agency would like to set up to provide resources just RSVP to reserve a spot.
3. We also ask that once we have the flier approved that you would share it on your social media site, and in your agency to help promote the event to the community. We would love to have a large audience turn out for this event.
4. Please share with others to promote awareness of this opportunity.

Heather Woods, Vice-President, called the meeting to order at 1:3qpm. The meeting was held in Browning Room B at Central Library and via Microsoft Teams.

The meeting started with introductions as there were a few new faces in attendance.

Minutes of the June 6, 2022, meeting had been emailed in advance of the meeting.  Kim Ashby moved to approve the minutes as written.  Heather Woods seconded the motion, and the motion passed.

Treasurer’s Report:  James Akin presented the Treasurer’s report, which is attached.

Committee Reports:

Prevention Committee.  Laura Wathen, Chairman, reported that Doug Berry from Diehl Consulting spoke at the Prevention Committee meeting last month and that would be available to present information on data and similar topics again

Law Enforcement Committee.  Daren Harmon reported that arrest numbers have remained fairly constant since the last meeting.  The report of prosecutor felony filings is attached.  He advised us that 233 felony filings means that 233 charges were filed; it does not mean that 233 individuals were arrested because it frequently occurs that an individual could be charged with multiple drug felonies.  Mike Gray reported on the recent DEA roundup.  It stemmed from an investigation that started locally in January and involved individuals from St. Louis to Bowling Green, KY, who were dealing methamphetamine and cocaine.  There were 12 indictments, and methamphetamine and fentanyl were recovered in the roundup.  He also reported that 2 people were arrested for operating a fentanyl pill press operation.  The drug task force has been seizing more cocaine and are inundated with methamphetamine seizures.

Treatment Committee:  Chairman Jackie Hughes had nothing new to report.

Director’s Report:  Dan Miller reported on the director’s activities since the last meeting.  His written report is attached to these minutes.

Previous Business:

1. Race for Recovery: Sponsorships continue to come in.  Volunteers for the race day and to do thinks like prepare gift bags are needed.  We will also need insert items to place in the gift bags.  Dan had available runner/walker registration forms to take home.  Registrations can also be done using this link: https://athlinks.com/event/race-for-recovery-100749.  This link can also be found on our Facebook page and at drugfreecounty.com.

New Business:

1. Fall Festival: Preparations for our Food booth are underway.  Boom Squad, Southwestern e Behavioral Health, Community Corrections and the YWCA have indicated they will staff the booth for food preparation and sales throughout the week.
2. Grant presentation schedule: Dan put out a sign up sheet for the 2022 grantees to schedule the meeting at which they wanted to give presentations on their grants.
3. National Night Out is August 2, 2022 from 6:00 pm until 8:30 pm. We have signed up for a booth.  Dan could use some help staffing our table at the event.

Presentations:

Drug and Alcohol Abuse Services (DADS):  William Wells reported on this grant.  DADS as a program is specifically for first time offenders with Operating While Intoxicated charges.  There is also the Youth Alcohol Program for minor consuming or possessing alcohol.  Finally, they offer the Drug and Alcohol Treatment Services for chronic misdemeanor offenders with substance used disorder.  The grant covered the purchase of printed material from the Change Company, one of the state approved evidence based curricula for substance use disorder.  It is a 20 hour curriculum.  An individual is assessed and placed on an appropriate level of supervision with a case plan that included participation in the curriculum.  Through use of the curriculum, they have been able to raise the rate of successful program completion from 72% to 83%, and to lower the one-year recidivism rate from 11.2% to 7.6%.  Participants used the workbooks the grant provided and the DADS program continually is evaluated to ensure fidelity to the evidence-based treatment model.

Oxford House:  Angela Yovanovitch, Alyssa Dewig and Jared Browning presented on the Oxford House facilities in Evansville for persons in recovery.  A person who stays in recovery housing has an 87% chance of long-term recovery.  There are 7 houses in Evansville, 3 for women and 4 for men.  Each house has monthly resident meetings at which the residents make the decisions.  80% of the current residents must agree to take in a new resident.  The houses require 5 12-step meetings a week and impose curfews.  Residents are required to have a job and a sponsor within the first 2 weeks of residency

• Race for Recovery: $3,100 collected; 3 champion race sponsors (Southwestern, Maglinger, and Counseling for Change), 2 Partner sponsors, 3 Recovery Supporter Sponsors, 2 friend sponsors.
• Updated web-site and Facebook page
• Mailed sponsor proposals; ordered t-shirts
• Prepared Funding agreements for 2022 grants
• Submitted 2023 budget to county council
• Preparations for County Commissioner meeting on July 12.
• Fall Festival: Stored all booth items in office in preparation for cleaning out booth.  Got commitments for workers from Community Corrections, Southwestern, Boom Squad

James Akin, Treasurer, called the meeting to order at 1:35pm. The meeting was held in the large conference room at Central Library and  via Microsoft Teams.

Minutes of the May 2, 2022, meeting had been emailed in advance of the meeting.  There was one correction:  Wally Paynter’s title in the attendance list should be omitted; he is no longer an officer with TSA.  Kim Ashby moved to approve the minutes as corrected.  Daren Harmon seconded the motion, and the motion passed.

Treasurer’s Report:  James Akin presented the Treasurer’s report, which is attached.  There was no change to the balances of the Taste account or the CD.  The beginning balance in the checking account was $8,926.73.  Expenses were $2,714.26.64 for payroll, office supplies, telephone, director’s and officers’ insurance, and Fall Festival expense.  Income was $18.84 from a tax refund, leaving an ending balance of $6,320.81.  .

Committee Reports:

Prevention Committee.  Chairman Laura Wathen reported that Prevention Committee will meet after this meeting; Doug Berry from Diehl Consulting will speak to the committee on the topic of data.

Law Enforcement Committee.  Chairman Daren Harmon reported that he will send Dan the May report on drug arrests.

Treatment Committee:  Jackie Hughes is on vacation.  There has not been a meeting; and there is no report.

Screening Committee:  Chairman Kevin Groves reported that the Screening Committee met just prior to this meeting.  The screening committee funding proposal for 2023 recommended by the committee is attached to these minutes.  Jill Hoskins moved that the Screening Committee funding recommendations for 2023 be approved by the Council.  Kathryn Kornblum-Zelle seconded the motion.  The motion passed with 5 votes against the motion.  Wally Paynter explained his no vote.

Director’s Report:  Dan Miller reported on the director’s activities since the last meeting.  His written report is attached to these minutes.

Previous Business:

1. 2022 Grant Cycle: this was covered in the Screening Committee’s report.  The vote on funding recommendations occurred during the Screening Committee’s report.  Dan reported that the next step was the County Commissioners meeting on June 14, 2022.  He hopes to have funding agreements in place by the end of the month with auditors releasing checks

New Business:

1. Race for Recovery: Dan sent out requests for sponsorship and had already received word that 3 organizations were planning to be sponsors with a projected sponsorship of $1,750.  Two of those sponsorships are new.  Volunteers for the race day and race preparations are needed.  The entry fee increased to $30.00.  Dan was worried about the effect of the increase on some of the potential racers in the treatment and recovery community.  Laura Wathen offered to sponsor a race participant, and others may do so, as well.  Also, someone pointed out that the website needs to be changed to reflect the correct date.

Presentations:

Southwestern Behavioral Health Crisis Services:  Charlotte Critchfield presented on this new service offered by Southwestern Behavioral Health for people in a mental health crisis.  This is an effort to keep persons in crisis out of jail.  They have a crisis line (812-422-1100) that is operating 24 hours a day, 7 days a week.  They offer a 5-bed unit and a place where someone can be held for 23 hours while mental health care can be set up.  They are working with authorities to take inmates who need services directly from jail.

DADS  Williams Wells was scheduled to present on their program funded by SAC, but he experienced difficulties with the virtual link; his presentation was postponed until July.

Announcements:

 

Julie Robinson reported that TSA is hosting an LGBTQ legal issues event on June 23, 2022, at 6:30 pm in the conference room at 501 John Street.  Legal professionals will present on Wills and Trusts and Adoption and Family Law.

Dee Lewis, President, called the meeting to order at 1:30 pm. The meeting was held  via Microsoft Teams.

Minutes of the April 4, 2022, meeting had been emailed in advance of the meeting.  There was one correction:  The date of the next council meeting was stated as May 3, instead of May 2.  James Akin moved to approve the minutes as corrected.  William Wells seconded the motion, and the motion passed.

Treasurer’s Report:  James Akin presented the Treasurer’s report, which is attached.  There was no change to the balances of the Taste account or the CD.  The beginning balance in the checking account was $11,963.37.  Expenses were $3,036.64 for payroll, rent, office supplies, and insurance leaving an ending balance of 8,926.73.  Dan explained the $806.00 charge for general liability, which is charged twice a year.  There will also be a charge for director’s and officers’ insurance.  Also, this month saw our annual $500.00 charge from Intuit for payroll software maintenance for Quickbooks.

Committee Reports:

Prevention Committee.  Chairman Laura Wathen reported that there will be a Prevention Committee meeting on June 6 at 2:20, following the Council meeting.  At that meeting, Doug Berry from Diehl Consulting will be our guest to present on data collection for our prevention projects and grants.

Law Enforcement Committee.  Chairman Daren Harmon reported that Dan sent out the April prosecutor filing statistics via email this morning.  For the month of April, the office filed 237 controlled substance felony cases.  There was also reports of a new unscheduled drug that has hit Evansville:  tianeptine, street name Tianaa.  It is being sold as a supplement by businesses that sell supplements; it has effects that are similar to opiates.

Treatment Committee:  Dan reported that a few members met prior to this meeting, but no formal meeting was held because Jackie Hughes could not be there.  We now have a date and location for the Faces of Change Conference:  Wednesday, April 9, at the Catholic Center.  Dan reminded treatment providers and treatment services providers to turn in their questionnaires with information to be published in a revised Treatment Resource Guide.

Screening Committee:  Kevin Groves reported that all 22 pre-applicants turned in grant applications by Saturday, April 30.  Dan has assigned each one to 3 grant evaluators.  Evaluations are due on May 13.  The committee will meet May 16 after the Executive Committee meets at noon in the conference room at 501 John Street.

Director’s Report:  Dan Miller reported on the director’s activities since the last meeting.  His written report is attached to these minutes.  In addition to the date for Faces of Change, Dan confirmed that the annual Race for Recovery will take place Saturday, August 27, at Garvin Park.

Previous Business:

1. 2022 Grant Cycle: this was covered in the Screening Committee’s report.  If all goes as planned the Screening Committee’s funding recommendation will be presented to the Council at our meeting on June 6.

New Business:

Presentations:

F.A.I.R./Treatment Courts:  The Foundation Assisting in Recovery (FAIR) is the 501(c)(3) organization that applied for the 2021.  Offenders released from prison have  a high rate of recidivism.  Local drug courts have been able to cut that rate in half, and James Akin reported that Vanderburgh County Treatment Courts have been able to decrease the recidivism rate even more.  Treatment Courts utilize a non-adversarial treatment team.  The grant funds were used to fund drug screens for indigent participants.  Regular drug screens are necessary to keep participants accountable.  However, participants are required to pay for them, and many cannot afford to do so.  James reported on one participant who had the care of her grandchildren, which caused problems for her reporting for her treatment court obligations.  She could not afford childcare to assist when she had to go to court.  Use of the grant for her drug screens helped her to afford childcare for her court and treatment appointments.

Southwestern Behavioral Health:  Kevin Groves reported on their transportation grant, which they applied for to decrease economic barriers to treatment.  Through this grant Southwestern is able to achieve really good outcomes.  They track the length of stay, treatment completion rates, and the number of patients served.  The $4020.00 grant purchased 67 bus passes at $60.00 apiece.  This allowed unlimited travel for one month, with hopefully the client able to buy his own bus pass or secure other transportation after one month.  This was a well utilized program, and the funding from Substance Abuse Council was exhausted in February.

Southwestern Behavioral Health served 8007 patients in its locations in 4 Indiana counties.  It served 1114 patients at Stepping Stone in Evansville.  Of those at Stepping Stone, 906 were in residential treatment, and 508 were in Outpatient Treatment.  Those 508 patients were the patients eligible for the bus passes.  18% of all Southwestern Client are served at the Stepping Stone facility in Vanderburgh County.

Announcements:

 

Dee Lewis reported that the YWCA DV Shelter is doing various “Pop Up” Outreach sessions at several libraries, Tuesdays 9:00 to 11:00 am to answer questions about services regarding domestic violence and to help with Protective Orders.  They will also soon be starting on-line Zoom Pop-Up sessions.

 

Jane Case Vickers reported that Patchwork Central just finished its school year and was gearing up for its summer session.  To celebrate the end of the school year, they hosted a celebration and art show.  Every family of the children involved attended.  Registration is open for June 6- July 14 summer programs for students first grade and up, Monday through Thursday, 3:15 to 5:00 pm.  There are still available openings, and Jane will send a flyer to Dan for distribution.
