Dee Lewis, President, called the meeting to order at 1:31 pm. The meeting was held in person at the Central Library, Browning Room B, and via Microsoft Teams.

Minutes of the March 7, 2022, meeting had been emailed in advance of the meeting.  Laura Wathen moved to approve the minutes as corrected.  Mike Gray seconded the motion, and the motion passed.

Treasurer’s Report:  James Akin presented the Treasurer’s report, which is attached.  There was no change to the balances of the Taste account or the CD.  The beginning balance in the checking account was $13,921.76.  Expenses were $1,958.39 for payroll, rent, phone/internet and office supplies, leaving an ending balance of 11,963.37.

Committee Reports:

Prevention Committee.  Chairman Laura Wathen reported that she was working on getting someone to present to the committee on the topic of data collection in our prevention projects.

Law Enforcement Committee.  Chairman Daren Harmon reported that he will send Dan the monthly statistics after the meeting.  There were 231 new felony drug arrests in the month of March

Treatment Committee:  Jackie Hughes reported that the committee met prior to this meeting.  Faces of Change is starting to take shape with a list speakers and topics.  The committee is working to find a location so that it can finalize a date.  The committee also working on the Treatment Resource Guide Update and will be sending out a treatment provider questionnaire to solicit information to put in the guide.

Screening Committee:  The committee met on March 21 and April 4, prior to this meeting.  There were 17 grant applicants with 22 pre-application proposals.  21 proposals were accepted and invited to submit an application.  One is still in process.  Grant applications are due into SAC office by midnight April 30.

Director’s Report:  Dan Miller reported on the director’s activities since the last meeting.  His written report is attached to these minutes.

Previous Business:

1. Invitations to submit a 2022 grant have been sent along with the grant application. Grant applications are due April 30.  Dan held one grant writing workshop webinar on March 31.  Another one is scheduled for April 7 at 4:30 pm.  It has been requested that he hold a workshop during the day; and a daytime workshop will be scheduled.
2. The 2022 Comprehensive Community Plan has been submitted to the Indiana Criminal Justice Institute. Dan believes it is a better product than we submitted last year, but he also sees areas where it can be improved.  He thanked everyone who submitted data and gave input into the document.  New legislation requires it to be updated yearly.  So from this point we start updating it again.  Dan has created a folder for data and update, and he plans to update an 2023 draft as he gets new information..

New Business:

1. There was no new business.

Presentations:

Evansville Police Department:  Mike Gray reported on the Next Level Tech project which provided the drug task force with GPS tracking devices, noise-cancelling headphones to review investigative audio, a drone to provide surveillance during controlled narcotics purchases, digital recorders, and communications adaptors/charges for when the investigation takes officers out of Vanderburgh County.  The narcotics unit is operating at ½ strength in terms of investigators.  Despite that, it has conducted more controlled purchases than in the previous year.  In November, a publicized federal round-up of drug sources from Indianapolis was a result of an investigation started by Evansville and Vanderburgh County law enforcement detectives.  In that round-up, authorities seized 4 lbs. of methamphetamine, over a pound of fentanyl, marijuana, money and weapons.

The types of drugs they are seeing are fentanyl, which is fueling overdoses, deaths and youth substance use.  Fentanyl is being sought by users as a drug of choice, instead of being an additive or cut in heroin.  There is more methamphetamine; police are making more arrests and finding higher quantities of methamphetamine.  It is frequently cut with fentanyl.  Cocaine is resurgent; it is also cut with fentanyl.  Also increasing is traffic in counterfeit pills which resemble closely oxycontin or Xanax pill, but which contain fentanyl.  Person ingesting these pills thinking it is a controlled dose of an otherwise legal drug often overdose on fentanyl and frequently die.

Vanderburgh County Juveniel Court:  Heather Woods reported on the two family treatment court grants: one for incentives and training, and one for the FTC support group.  She echoed Mike Gray’s report insofar as many of the juvenile treatment court clients made the transition from heroin to fentanyl and are now, or presented as, fentanyl seekers.

The Family Treatment Court support group meets weekly.  Participation has been very successful.  It is fairly unique among Indiana juvenile courts and has been recognized as a successful program by the Indiana Office of Court Services.

In its incentives program, as the participant approaches graduation or successful completion of Family Treatment Court, the participant identifies a song that has been particularly meaningful for their recovery.  At graduation, the participant is given a token to remind him/her of that song and encourage continued recovery.  The training portion of the grant has enable treatment court team members to attend the Indiana Drug and Alcohol Institute and Officer of Court Services’ annual problem solving court conference.

Announcements:

 

Julie Robinson reported that TSA Pride Prom is April 23 and they seeking volunteer to help.

 

Kelsey Hillenbrand reported that Girl Scouts are developing their summer program calendar.  Girl Scouts have a variety of STEM and environmental-related activities and presentation of an hour and a half or longer to summer youth programs.  Contact Kelsey to find out more and schedule a program

The next meeting is scheduled Monday, May 3, 2022, at 1:30, at Central Library, Browning Room B.

• Prepared a subsequent draft of the Comprehensive Community Plan for Executive Committee to approve.
• Made edits to the CCP after the executive committee meeting and submitted CCP and CCP certification letter to ICJI using the Intelligrants portal
• Received 22 grant preapplications, reviewed preapplications, and prepared summary for Screening Committee.
• Sent invitations to approved preapplication agencies along with a grant application to submit a grant application for the 2022 drug free communities fund.
• Prepared a power presentation for the grant application workshop

• Presented a grant application workshop on March 31 via Teams.
• Searched for venues for Fall Faces of Change workshop.

Treasurer’s Report:  James Akin presented the Treasurer’s report, which is attached.  There was no change to the balances of the Taste account or the CD.  The beginning balance in the checking account was $15,969.60.  Expenses were $2,047.34 for payroll, rent, phone/internet and office supplies, leaving an ending balance of 13,921.76.

Committee Reports:

Prevention Committee.  Chairman Laura Wathen had nothing new to report.  The committee will meet next month immediately following the council meeting.

Law Enforcement Committee.  Chairman Daren Harmon reported that filings for narcotics crimes have increased.  The committee will meet immediately after this meeting

Treatment Committee:  Jackie Hughes reported that the committee met prior to this meeting.  Faces of Change will take place in the Fall either October or November.  The committee is lining up local presenters and will offer CEUs.  The committee is beginning an effort to revise the Treatment Resource Guide.  Members were invited to take a copy of the old guide with them and correct their agency’s entries.  We are also calling out for treatment providers and providers of ancillary services, like dentistry, to put their information in the Treatment Guide.

Director’s Report:  Dan Miller reported on the director’s activities since the last meeting.  His written report is attached to these minutes.

Previous Business:

1. Pre-applications for the 2022 grant cycle were due February 28. A good number of applications were received in each category.  The Screening Committee will meet on March 21 to decide if the pre-applications will be approved.  If the preapplications are approved, the grantees will be sent an application on or before March 28.  Grant applications will be due April 30.
2. The 2022 Comprehensive Community Plan draft had been mailed out prior to the last meeting. Copies are also available at this meeting.  All members were invited to comment and make additions or corrections.  So far, Dan has received minimal response.  The plan is for the Executive Committee to approve a final version of the CCP at its March 21 meeting, so that it can be timely submitted to ICJI by the April 1 deadline.  Please get any suggested revisions to Dan before March 21.

New Business:

Presentations:

Misdemeanor Probation:  Leslie Jackson gave the report on Misdemeanor Probation’s grant which was amended after it had been approved to include a Verification and drug testing supplies.  The goal of the verification officer is to reduce the number of positive breathalyzers through more frequent face-to-face meetings with probationers at their homes.  The drug testing supplies will be used to test probationers  to deter and uncover use of illicit substances before they lead to further legal problems.

Vanderburgh County Sheriff Office:  Hannah Duckworth, the clinical director, reported their grant which provided funding for low-income and high-risk patients in substance use disorder treatment.  Of 861 clients, 78 were “private pay” meaning that insurance or public assistance was not available to cover their treatment.  Of those 78 private pay patients, 42 have successfully completed treatment so far.

Announcements:

 

Laura Walker announced that Southwestern was hosting a workshop on stigma; fliers will follow.

Dee Lewis, President, called the meeting to order at 1:35 pm. The meeting was held in person at the Central Library, Browning Room B, and via Microsoft Teams.

Minutes of the January 10, 2021, meeting had been emailed in advance of the meeting.  James Akin made one correction to the minutes the first paragraph, where Dee Lewis was identified as the Vice-President, rather than the President.  Jill Hoskins moved to approve the minutes as corrected.  James Akin seconded the motion, and the motion passed.

Treasurer’s Report:  James Akin presented the Treasurer’s report, which is attached.  There was no change to the balances of the Taste account or the CD.  The beginning balance in the checking account was $18,815.37.  Expenses were $2,912.07 for payroll, 2-months rent, phone/internet and office supplies, leaving an ending balance of 15,903.30.

Committee Reports:

Prevention Committee.  Chairman Laura Wathen had nothing new to report.  The committee will meet next month immediately following the council meeting.

Law Enforcement Committee.  Chairman Daren Harmon reported that drug crimes have increased dramatically, but due to implementation of a new version of the Prosecutor’s Case Management System, he did not yet have the monthly statistics.

Treatment Committee:  The committee met prior to this meeting.  Chairman Jackie Hughes was not able to stay for the council meeting.  Events Committee Chairman reported that the committee discussed resuming the Faces of Change workshop in the Fall, rather than this Spring.  They are looking at the end of October or beginning of November.  They are making plans to make it a virtual workshop but are holding out the possibility of having an in-person event.  They are also looking to have trainers and presenters from within the area, keeping it local and low-cost.  The committee will also be working on revising and updating the Treatment Resource Guide.

Director’s Report:  Dan Miller reported on the director’s activities since the last meeting.  His written report is attached to these minutes.

Previous Business:

1. Pre-applications for the 2022 grant cycle are available as of today. They were emailed to all council members this morning.  They are also available on the www.drugfreecounty.org website.  Dan will also send out a press release.  Preapplications are due February 28.  If the preapplications are approved, the grantees will be sent an application on or before March 28.  Grant applications will be due April 30.

New Business:

1. Dan circulated a draft of the 2022 Comprehensive Community Plan. There are extensive changes as compared to the 2021 CCP.  Some of these changes were made in committees.  Some of the changes have been the result of Dan’s research and members’ gathering data locally.  Dan already knows that some revisions will be necessary; he is aware of other research that needs to included or that still needs to be gathered.  Also, he needs help updating some of the provider information.  He is asking all members of the council to review the document and suggest corrections and changes.

Presentations:

Boom Squad:  Avril Miller reported on the Boom Squad grant.  The grant covers the provision of a Youth First social worker to work on-site weekly with Boom Squad members.  It also funded a workshop, “7 Habits of Highly Effective Teens” by Sean Covery.  11 middle to high school students participated in that workshop, but Avril is reporting that the program has had an effect not only on the 11, but also on the rest of the group.

Vanderburgh County Sheriff Office:  Matt Corn reported on their grant, which allowed the department to purchase for the drug detectives a GPS Covert tracking device along with 3 Surface Pro Tablets to monitor the tracking device.  So far, the tracking device has been used in 10 investigations, some of which are on-going.  The department was also able to purchase 50 Faraday bags, which are used to secure cellular devices from electronic tampering while they are held in law enforcement custody.

Announcements:

 

Laura Wathen announced that Youth First had started 10 Family First Growth and Family First Success Programs.  She encouraged referrals to the program.  She will send Dan fliers to distribute.

 

YWCA will be hosting Surviving and Thriving discussions on domestic violence issues.  Dee Lewis will get fliers to Dan to distribute.

The next meeting is scheduled Monday, March 7, 2022, at 1:30, at Central Library, Browning Room B.

Treatment Committee will meet on March 7,2022 at 12:30 at Central Library in Browning Room B; Prevention Committee will meet after the conclusion of the March 7 meeting in Browning Room B.

The next Executive Committee Meeting is Monday, February 14, at noon, via Microsoft Teams.

Mike Gray moved to adjourn the meeting; the motion was seconded by Daren Harmon.  The motion passed, and President Dee Lewis adjourned the meeting.

Dee Lewis, Vice-President,  called the meeting to order at 1:31 pm. The meeting was held in person at the Central Library, Browning Room B, and via Microsoft Teams.

Minutes of the December 6, 2021, meeting had been emailed in advance of the meeting. Wally Paynter made the following revision to the paragraph describing the presentation by TSA:

Wally Paynter, President, and Julie Robinson, Vice-President, presented.  Wally Paynter has been their president since 1989.  Many of the volunteers are in recovery. The Youth Group meets in their offices at 501 John Street Suite 5. The Youth Group used to be an under 21 group, but with more and more parents bringing middle school students…the group is now for middle and high school students only. They use 3 different SAMHSA approved prevention programs for at-risk youth that are designed for youth who may already be using, plus one US Centers for Disease Control program with the same goal. The programs are also used to decrease suicide and keep young people in school. Julie Robinson is the Youth Group Director, and she reported on her experiences with TSA as a youth and then as a youth group adult facilitator. During the pandemic, the group used Zoom and Discord social media platforms. They only used Discord for 2 weeks, and had 8 students each week they used Discord since many students could not download or access this platform. The group averages 20 members per week at in-person meetings, and between 500 and 1200 students at their alcohol and drug free dances.

Wally also noted that Bri Bolin had been present but had been left off the attendance list.  Wally moved the minutes be approved as corrected.  Heather Woods seconded the motion, and the motion passed.

Treasurer’s Report:  James Akin presented the Treasurer’s report, which is attached.  The report noted the transfer of profit from both fundraisers into the separate fundraising account.  That left a year-end balance in the checking account of $18,815.00.  The report also included the operating budge for the council for 2022.  Wally Paynter asked about sustainability plans in view of dwindling contributions from the drug free communities fund.  He suggested seeking grants for the Council from the Welborn Foundation and/or the Community Foundation.  Dan Miller responded that the budget forecasts having about $9,000.00 in carryover funds at the end of 2022, that the decline in drug free communities funds is due mainly to the pandemic, that the drug free communities fund deposits were healthy in 2019 and prior, and that he would expect them to increase once the pandemic and its challenges to court congestion and collection of fees came to an end.  He is optimistic that council will have enough funding in 2022 and 2023, if it is careful with its spending.  He indicated that very few grants, if any, exist for operating expenses, that most of the grants he has seen through ICJI are programmatic and would be best applied for by member agencies of the council, and that he would always explore funding opportunities.

Committee Reports:

Prevention Committee.  Chairman Laura Wathen was not present and did have a report.

Law Enforcement Committee.  Chairman Daren Harmon sent felony statistics reports for 2020 and 2021.  Those reports are attached.  Narcotics overdoses are up.  Already in 2022, there have been 6 or 7 narcotics overdose runs by law enforcement, two of them fatal.

Treatment Committee:  Chairman Jackie Hughes reported that the committee will meet at 12:30 on February 7, prior to the council meeting.

Director’s Report:  Dan Miller reported on the director’s activities since the last meeting.  His written report is attached to these minutes.

Previous Business:

6-month grant reports:  Dan reported that all grantees had submitted their 6-month grant reports by the deadline on December 31.  He has not read all of them yet.

New Business:

Problem Statements and SMART goal revisions for 2022 CCP:  Dan sent the proposed revisions via email to the membership prior to the meeting.  He explained that he does not have the revisions for the entire CCP ready for the council yet, and he expects there will be many revisions to his revisions before the CCP is required to be submitted to ICJI.  He also explained that executive committee had seen the SMART goal revisions and had approved them at their December meeting.  Dan wanted approval on the SMART goals so that that the would be ready when the 2022 grant cycle began.  An application for SAC funds would need to list one or more SMART goals to qualify for a SAC grant.  There was some discussion of the SMART goals.  After the discussion,  Harmon moved to approve the SMART goals; Wally Paynter seconded the motion.  The motion passed.

2022 Grant Cycle:  Dan reported that Requests for Proposal would go out on February 7, both electronically and with paper pre-applications at the council meeting.  Pre-applications would be due February 28.  They would be screened on or before March 21.  Invitations to apply for a grant and applications would be sent on March 28.  Grant applications will be due April 30.  Council approval of the grants would take place at the council meeting on June 6.

Presentations:

Holly’s House:  Crystal Sisson gave the report on her grant.  Holly’s goes into area grade schools to deliver a child abuse prevention program.  Part of the program includes a substance abuse awareness and resistance training.  In 2021, Holly’s House was able to serve just under 14,000 students; a quarter of those were in Vanderburgh County.  Some the 2021 funding rolled over into 2022, and Holly’s House is hoping to use that funding to increase the numbers of Vanderburgh County youth reached.

YWCA:  Dee Lewis reported on the Court Services and Client Services grants received by YWCA for 2021-22.  YWCA started in Evansville in 1911 and have been in their building at 2^nd and Vine since 1924.  In 1979, they started their first domestic violence shelter for women.  In 1992, they started the Live Y’ers program to at-risk young women and girls who were students at Glenwood and Lodge Schools and at Bosse High School.  This program also gives grants to high school girls to enter and/or stay in college or other education post high school.  In 2001, the YWCA began its Transitional Housing Recovery Program for women needing to recover from substance use disorder.  In 2016 that program was renamed to YWCA Embracing Sobriety (YES), and it still provides transitional housing for women in recovery.

In June through December, 2021, the resident support services grant served 23 women in Vanderburgh County with case management, bus tokens, personal care items, AA/NA materials, B/A and U/A testing services.  From June to December 2021, the court services grant provided Court Liaison services for 44 women – 22 of whom were from Vanderburgh County probation, parole and treatment courts.

Consider the resources/assets and limitations/gaps that were identified for each risk factor, and list what actions can be taken for each identified problem statement.

Problem Statement #1

Goal 1 Seventy-five (75%) percent of youth and adult participants in programs supported with SAC funds in 2022 will report or demonstrate positive change in knowledge, skills, or attitudes as measured by pre- and post-evaluations after participation in the program.

Goal 2 Twenty-five percent (25%) of youth and adult participants of programs supported by the SAC in 2022 will report or demonstrate a decrease in use of alcohol, tobacco and other drugs after participation in the program.

Goal 3  Vanderburgh County will increase the prosecutions of Dealing in a controlled substance resulting in death (I.C. 35-42-1-1.5) by 10% in 2022.

Goal 1  In 2022, the number of persons served by mental health and addiction treatment will increase by 5% by decreasing barriers to treatment, such as transportation and financial resources.

	Goal 3  Vanderburgh County will increase the prosecutions of Dealing in a controlled substance resulting in death (I.C. 35-42-1-1.5) by 10% in 2022.		1.     SAC will fund equipment and other needs for law enforcement to enhance their law enforcement activities as it relates to drug arrests and the prosecution of I.C. 35-42-1-1.5. 2.     SAC will fund training for law enforcement personnel to enhance skills and expertise in the investigation and prosecution of controlled substance offenses and overdose death investigation. 3.     SAC funded law enforcement programs will record data on specific metrics, including but not limited to, arrests, crimes charged, amounts of drugs seized, etc. 4.     SAC funded law enforcement programs will compare data with data collected in previous years and statewide data. 5.     SAC will have each of the funded agencies give a report during the year to the entire council, and answer questions about their programs. 6.     SAC will evaluate each program at the 6 and 12 month mark to evaluate their progress on the goals and to also review the financial expenditures.

	Goal 1  In 2022, the number of persons served by mental health and addiction treatment will increase by 5% by decreasing barriers to treatment, such as transportation and financial resources.		1.     SAC will fund treatment agencies that help eliminate barriers to treatment by assisting with transportation and other financial costs incurred by the clients, to impact the number of people who access treatment services. 2.     SAC funded programs will collect demographic and performance data on participants in their programs. 3.     SAC funded programs will compare their outcomes with data from outcomes on evidence-based programs. 4.     SAC will have each of the funded agencies give a report during the year to the entire council, and answer questions about their programs. 5.     SAC will evaluate each program at the 6 and 12 month mark to evaluate their progress on the goals and to also review the financial expenditures.

	Goal 1 The SAC will provide trainings for at least 50 community professionals on trends in addiction / co-occurring disorders through community educational events or training opportunities.		1.     SAC Treatment Committee will assess the professional educational need in Vanderburgh County. 2.     The SAC Treatment Committee will identify professionals to conduct the training. 3.     The SAC Event Chairperson and Executive Director will secure meeting space, event sponsors and lunch and refreshments for the training event and enter into contracts with the training professionals. 4.     The SAC Event Chairperson and Executive Director will facilitate the awarding of continuing education credits to program participants. 5.     The SAC Event Chairperson and Executive Director will set the participant price for the educational program and disseminate enrollment information to prospective participants. 6.     SAC will gather feedback from attendees about the quality and usefulness of the program through surveys and focus groups. 7.     SAC will evaluate the program at the 12 month mark to evaluate the effectiveness of the training.
